There are a few reasons you could get this error:
- Missing a key on/off sequence will cause this.
- If there is a chip on the ECU. Some ECU's have the ability to have a physical chip installed into the back of it and this will cause the processor to not unlock until it is removed.
- Battery Voltage, if the voltage is too low (below 12v) this can cause many issues.
